To Mike BENNETT via email on 26 Mar 2009: Dear Mike: Sorry to hear about this latest setback. In between receiving your email and writing thisreplying, I did a little checking of my own. The response I received may ormay not enlighten us. "Being a registered independent researcher at the National Archives here in DC, I can think of several reasons why they couldn't find the file. In no particular order:
1.You mis-read the pension application number and/orthe pension certificate number on the Ancestry pension index. For some reason when Ancestry microfilmed the index cards they reduced the size of the cards thus reducing the fancy writing of the mid-1800s so that the numbers are illegible/indecipherable.
2. The file(s) was signed out before the pension files were transferredto the National Archives from the War Department Pension Office.
3. The file(s) were open and inthe hands of the Veteran's Administration when the pension files were transferred to the National Archives. If this is the case, you can request the files from the Veterans Administration, but be prepared for quite a wait. I've requested twopension files from the VA; the first took 15 months before I received it, and the second took 14 months.
4. Perhaps the file is signed out internally. Possible reasons, such asthe file is part of internal research project.
My suggestion is to wait until you get the printed sheet indicating whythe file isn'tavailable beforeyou get too concerned."
So, Mike, are you sure that you copied the file number correctly? I read it as 243546, dated 17 Oct 1918. Meanwhile, you just wait for the annotated letter. Keeping my fingers crossed that it is just a temporary setback and not a permanent one.

From Tom ARBOUR via email on 13 Apr 2011: My Current working hypothesisis that Luther Arbour's father was either a man named Joseph Arbour (born around 1780) or possibly a man who I'm guessing was his Brother, William Arbour, born around 1778. I'm also guessingthat these men were the sons of the Joseph Arbour, born around 1750, who is mentioned as one of the first settlers of Steuben County, New York. I believe that this Joseph (1750) is in your tree here. I believe that Joseph Arbour 1750 also had adaughter named Charity Arbour, who married Thomas Murray before Joseph left PA for Stueben County in 1793. According to the 1790 census, Joseph Arbour (1750) had 6 household members- two males under 16 (who I'm guessing were Joseph Jr. andWilliam, whoeventually move with him to New York), 1 male over 16 (himself), and three females. The first female would have been his wife, the second female would have been his daughter Charity, and the third female is unknown to me. HOWEVER, in your tree, youhave listed a daughter of Joseph (1750) named Elizabeth- who would be that second daughter. Does that all make sense? The William Arbour (sometimes spelled Arber) (married Jane Pearsall), born about 1778, born in Pennsylvania, who alsolivedin Stueben County during the early 1800's. My hypothesis is that William and Joseph Jr. were the elderJoseph's sons. A William Arbor, born in PA in abt. 1778 shows up as anold man in Cass County Michigan, living with Daniel Arbor, as recordedinthe 1850census- I'm not sure if this is the same William Arbour fromSteuben County or not. I believe that all ofthe Arbours that were bornin the Steuben County , New York area in the early 1800's, were all grandchildren of the Joseph Arbour (1750) thatfounded Stueben County. Luther Arbour moving to Ohio, and Mary Boone Arbour Fowler, Benjamin Patterson Arbour (moved to Michigan), William H. Arbour (moved to michigan as well), and quite possibly this Daniel Arbour who was born in New York, living with his father William "Arbor" that was born in Pennsylvania.It all just makes sense.So whowas Joseph Arbour's (1750) father? Rightnow, here's my best guess: I have found a few documents on the internet of a William and Agnes Arbour that livedinPhiladelphia in the 1750's,and I believe they would have been the right age to be Joseph Arbour's(born abt. 1750) parents, but again, this is even more speculation. A guess really. But The name sounds right, and this line continued touse thenames William and Joseph throughout their history. Let me know what you think ofthis.....it's a working hypothesis. Right now, I don't haveany really good first hand Arbour stories that go back to New York andPennsylvania, but let me know whatyou thinkabout my theory.

On 18 Oct 1877, Luther claimed to be an invalid and thusly applied for hismilitary pension. He was noted to have served with Company C of the 36th Ohio Infantry.

MRS. YVONNE ARBOUR
Mrs. Yvonne (Belanger) Arbour, 74, a resident of Hudson and Nashua for most of her life, died at a Hudson nursing home Friday evening following a long illness. She was the wife ofthe late William Arbour, who died 15 May 1966. A native of Canada, she was born 31 December 1896, daughter of the late George and Ida (Pellerin) Belanger. She was a communicantof St-John-the-Evangelist Church of Hudson. She is survived by three sons, Maurice Arbour of Danvers, MA, Roland Arbour of Manchester, and Joseph Arbour of Austin, TX; four brothers, George Belanger, Jean-Baptiste Belanger, and Emile Belanger of Nashua, and Joseph Belanger of Flint,MI; three sisters, Mrs. Albert (Marie-Rose) Levesque, Mrs. Paul (Marie) Beaulieu of Nashua, and Sister IdaMarie Belanger of the Sisters of Providence from Montreal, Canada; 11 grandchildren; 1 great-grandchild; also several nieces, nephews, and cousins. Mr. Russell Arbour, a well known resident of the West Side, died at an early hour Sunday morning at his home at 209 Maple Street.He has been ill for the past two weeks anddeath was due to a complication of troubles. The deceased was 71 years of ageand had been a resident of Mariettafor a number of years. He was a member of the Harmar lodge of Odd Fellows. Besides a wife, he leaves one son J D Arbour. There was still an Arbour Market on Liberty Street in 1912, but it is not clear that William still operated it. By 1914, the market ceased to exist and William seems tohave become a printer. By the timeof the Census in Jan 1920, he had apparently retired.

Pittsburg, 15 Aug -- Agents from the Interstate Commerce Commission arein Pittsburg investigating the suit recently entered here against the Pittsburg Produce Association by W. H. Arbours, a local dealer, who specified in his complaint that the association was an illegal combinationin restraint of trade, and cited fifteen direct violations of the Act of Congress of 2 July 1890. The produce merchants involved handle products from many States and are alleged to regulate prices on such products. An attorney close to the prosecution alleges that thegovernment has obtained ample evidence upon which to proceed. The Pittsburg Produce Association, while chartered, has no capital stock, and the forty-two members who compose it will be subject to heavy fines should the allegations be proven. They handle 90 percent of the produce consumed here. One of the goverment agents today declared that "Something must be wrong inPittsburg" because of the high rateof produce. "It was not due directlyto Mr. Arbour'ssuit that I came to Pittsburg to makethis investigation," said the official. "We had been noticing for a long time, and were thoroughly aware that it was due to some abnormal condition. I am thoroughly convinced that our suspicions are correct, although I have not completed my investigation. I may as well frankly state that I have foundthat an unlawful conspiracy or combination exists here, and that Pittsburgers are paying, in many instances, 50 percent more for their producethan people of other cities. I have been investigating the relations between the railroads and the produce association and will tell you just as frankly that I have found no evidence to connect the railroads with the conspiracy. These facts will be reported to the Department of Justice, which has several ways of dealing with such cases. It may be deemed advisable to bring indictments against the offenders. 23 March 1897 -- Born in Bonaventure, QC, Josaphat-"Ernest" ARBOUR was the 2nd of 11 children born to farmer Levi ARBOUR and Marie-Zephora POIRER. Yes, weprofiled his brother Armand 3 days ago. This brother, however, seems to have stayed where we can find him, although he did move around a bit. Ernest was 28-years old when he married 20-year old Marie-Blanche-"Yvonne" DUBE on 15 April 1925 in Mont-Joli, QC. They had 12 children, 7 daughters and 5 sons, from 1926 through 1941 and beyond. One might wonder about Ernest's occupation, as the family moved from Rimouski County, to Montreal, to Temiscouata County, to Montreal, to Abitibi County, and finally back to Montreal. Yvonne was 55-years oldwhen she died in Montreal on 24 July 1960. Ernest then married 72-year old Pamela LUSSIER, widow of Hector LEPAGE, in Montreal on 24 July 1971. He outlived her when she died on 31 March 1978. Ernest was 87-years old when he finally met his demise in Montreal on 02 November 1984. Both Ernest andYvonne were buried in St-Francois-d'Assise Catholic Cemetery in Montreal. We have only 4 known grandchildren for this couple but are sure that there are moreout there. All that is known about Marie arriving in the Yukon, is that she went from Montreal to the Yukon during the summer of 1918, looking for an uncle. She had been told that he was the Mayor of the town and the richestguy in town. When she got to Minto,Yukon, she found that he was the only guy in town so therefore he was the Mayor and the richest guy there. In the fall of that year, she decided not to spend the winter in Minto so she travelled to Whitehorse. When she was trying to buy a train ticket for the trip back home to Quebec, she met Antoine. Marie could notspeak English and Antoine was found to do the translating. They were married 5 days later.

Born in Ottawa, Ontario, Leon-Ernest ARBOUR was the eldest of 3 children of farmer and Bell Telephone employee Felix ARBOUR and his wife Martine GINGRAS-BARETTE. On 07 Feb 1910, 20-year old Ernestmarried17-year old Elmire BONENFANT in Ottawa. They had 4 sons but only 2 of them survived beyond the day they were born. On 25 September 1912, Leon travelled to the US via the port of Montreal, QC. He came from Lachine, QC, and was headed to Tupper Lake,NY. His employer was George BOUSHEN? of Campbell Lake, NY. Leon was noted to be 5'8" with a medium complexion, brown hair, and brown eyes. He carried $11 with him. Later on, Elmire's great-niece Doris MALONEY described Ernest as being "short and quite heavy."She also commented that this branch of the family spoke only French, which was quite common among those who had transplanted themselves to northern Ontario. Ernest was about 71 when he died in Ottawa in 1960.Elmire lived at least 100 years, as she was known to still be alive in May1992, according to Doris MALONEY. Little is known of his service during WWII, but after the war, Francis returned to Connecticut, married, and raised a family. Francis wed Carolyn L. VACCA in about 1948. Their daughter Francine was born the following year. Next came3sons through 1956. The family lived in New London, CT, during the early 1950s. However, by 1957 and through the 1960s, they lived in Mystic,CT, where Francis was a guard with the E B Company. Francis was just shy of his 56th birthday when hedied in West Haven, CT, on 26 March 1975. Just 3 months after his death, Carolyn married Lawrence H. PONT on 17June 1975 in Stonington, CT. Lawrence died on 19 January 2003; Carolynwas still living in their home in Pawcatuck, CT, at the time. Francis and Carolyn are known to have 2 grandchildren.

can explain this one: Gisèle-Rolande-Renée was adopted. In the province of Quebec,when a child was legally adopted, the Court ordered the priest to create a "fake" baptismal recordto hidethe fact. The fake record reported the adoptive parents as being the biological parents. The child had no way of knowing he was adopted. The words "nous, prêtre soussigné avons baptisé" were crossed-out and replaced by "a été baptisé" clearly showing that the priest who wrote the record in 1937, did not actually baptise the child. She was baptised somewhere else on 28 Jun 1931. The record does not show a confirmation date; instead,the priest used thearea to add a note:
"N.B. Par ordre de la Cour Sup. à Montréal, 7 Nov 1936, No. 583
Cette note ne doit apparaître sur les certificats
que dans le cas de nécessité absolue"
"N.B. Byorder of the Superior Court in Montreal, 7 Nov 1936, No. 583

I found something interesting on the same page: Right below the first entry,there is short entry for Marie-Marguerite-Rita LARIVÉE thatsays her baptismal record will be found on page 1 of year 1938. Another adopted child. You will probably find such a reference for Gisèle-Rolande-Renée on the page where her baptism date (28 Jun 1931) fits.

I wonder if this family thought they would never have biological children of their own so they adopted in 1936. Later they were able tohave children and their family grew larger . . . or should I be suspicious of adoptions there, too?
From Denis ARBOUR via email on 02 May 2008: Strange. On her original baptismal record, back in 1931, her parents are reported as"unknown" but her godparents are the same as on the "fake" record. They are close relatives to René and Yvonne. Audélie LAVOIE is René's sister-in-law and Roland ROCHON is probably Yvonne's brother. I have a feeling Gisèle-Rolande-Renée is René and Yvonne's illegitimate daughter.

Upon his entry into the US at StAlbans, VT, in Dec 1916, William intended to go to Willimantic CT, where he would stay with his mother. He hadpreviously been in the US from 1906-1914 in WIllimantic. He was noted as 5'8" with a medium complexion, brown hair, and grey eyes. He carried$150 with him.
On 9 Jul 1919, William again returned to Canada, this time via the portof St-Armand, QC. The 33-year old baker claimed he was born in St-Raphael, QC, and was coming to Canada to stay. His last address in the US was 237 Main St, Willimantic, CT. He claimed he had been in the US since25 Nov 1916, which is corroborated by the above entry. William had a train ticket from Willimantic to Montreal, QC, aboard Train #3. He was in apparent "good" health and carried with him $175. From Scott LaVINE on 31 Mar 2007: I always thought that Vital Arbour died sometime priorto 1912 and that my grandmother Margaret had come to Malone condsiderably earlier than 1918. They did live with Monsignor Edouard Blanchard who was pastor at Notre Dame church in Malone. Father Blanchard died in 1923. The first mention of Margaret Arbour in the Malone Farmer occurs in July 1912 when she won a $5 award at the St Joseph'sSchool commencement. I do have a photo of Vital and Rose Blanchard Arbour and I also have their original marriage contract in my collection back in Norwood, NY. Rose Arbour died suddenly on 19 March 1925 of heartdisease at the home of Gilbert and Margaret Arbour LaVine.
From Scott LaVINE on 01 May 2007: The mystery deepens. The Malone Farmer online newspaper makes no mention of him dying in Malone as it did other close relatives of Father Blanchard. I wasjust 21 when Margaret Arbour LaVine died and the story we were always told was that my grandmother had come to Malone to live after her father had died....no mention of him dying in Malone. I wonder if he had come to Malone for medical help or if he was stricken here while visiting Father Blanchard. Grandmother had a relative who died in a fire. We always thought that was her father, but perhaps it was her grandfather, the 1st Vital. Your researchindicated that he was only about40 when he died. Hmmmm?

Apparently, Andre and family lived in Massachusetts from about 1872 through 1880, but then moved to Quebec before the 1881 Census. What happened to Andre and Mary's 3 daughters who lived with themin 1880but not in 1881? Two of these daughters appeared again in 1900, when the family lived in Fitchburg, MA, along with their son who was born in late 1881. Perhaps the family never really lived in Quebec in 1881. Perhaps they left Quebecin 1872 and everyone believed they would return home one day so told the census taker in 1881 that they still livedthere. Then again, maybe the family did move away in 1872, but Andre and wife returned home in 1881 to visit family or to settletheir Canadian affairs before returning to Massachusetts.By the Census of 1910, Andre and Mary had 6 children, only 5 of whom were living.
--> How can this be? In the 1920 Census, after Andre had died, Mary lived with 4 of their grown children, 3 of whom weremarried but did nothave their spouses with them.

15 Feb 1857 -- Cleophas ARBOUR was born in St-Raphael, QC, as the 8th of 9 children of Michel ARBOUR and MargueriteDUBREUIL. Cleophas came from a long line of farmers and continued that trend for himself. On 05 Feb 1883, he wed 15-year old Marie-Melina PICARD. From 1884 to 1899, Melina gave them 11 children, alsocontinuing the trend of a fantastic Catholic birthrate. In 1900, the large family decided to further the emigration trend of many ARBOURs before them when they moved to Willimantic, Connecticut. However, the move seems to have sealed Cleophas' fate. He became ill and just 8 days later he was dead of acute pneumonia on 05 Jul 1902, at the age of45. He was buried in St Joseph's Catholic Cemeteryin Willimantic, CT. Predeceased by her husband Albert (Bert) &son-in-law Doug Thomson. Survived by six daughters Diane (Les) Watmough, Dorothy Thomson Carol (Steve) Reynolds, June (Richard) Steele, Joan (Ernie)Iwaskow, Sharon (Evan) Fitzer, nine grandchildren & 14 great-grandchildren. In Terrace Eileen worked for Bert’s Grocery, The Co-op and Safeway. Mom enjoyed serving the public. She always had a friendly smile and a helping hand. In Chilliwack Mom was involved with curling & spent many hours volunteering at the Valley Haven Lodge. No one was more proud of her children & their accomplishments. A special thank you to Dr. Weatherston for all his support and care he gave our Mom. The family sadly announces the unexpected passing of Beth Arbour who diedpeacefully in her sleep at her residence on Sunday, 6 July 2008, in her 92nd year. She had been blessed with excellent health and was independent and active to her very last day. Beth was born in Folkstone, England, on 17 September 1915, and came to Canada as a very young child with her parents William and Helen Balcombe. She grew up in Port Arthur with her five siblings attending Cornwall PublicSchool and Port Arthur Technical High School. She married Dona Arbour on 23 October 1937. In their early years together they lived on army bases and in Geraldton afterthe war. In 1949, they came to Port Arthur with their two daughters Donalda and Marilyn. Beth was a loving and supportive wife, mother, grandmother, sister, and friend. She will be deeply missed by herfamily, friends, and neighbours. Her main interests were her family, home and garden, and her friends from Branch #5 Legion of which she was a lifetime member. Beth was predeceased by her parents, brothers: John, Ken, and RaymondBalcombe, sisters: Nellie Douglas and IsabelBalcombe, and her beloved husband of 63 years, Dona Arbour. She is survived by her daughters Donalda Vonk (Wim) and Marilyn Yurick (Glenn), granddaughtersSheryl Watson (Dale) and Carolyn and Jennifer Vonk, andone precious great grandson Tai Watson.As per Beth's request cremation has taken place and funeral services will be held on Wednesday, 9 July 2008, at 11:00 am in theSargent & Son Funeral Home, 21 N.
