Born in Waubaushene, ON, Cecil "Manley" ARBOUR was the 2nd of 2 children of mill hand William Henri ARBOUR and his 2nd wife Ellen-Jane DUPUIS. It is unclear if Manley ever married or had children. On 16 March 1931, Manley was working as an auto assembler when hetraveled to the US via the port of Niagara Falls, NY.
