There is a slim chance that we have found Angelina in the 1930 Census. An Angelina, 42, was married to William OGDEN, 50. They had married just 5 years before, yet livingwith them was a 17-year old Herve. Herve was also shown with the last name of OGDEN, but this might not be correct. Angelina's first marriage was at age 19. She was born in QC, as were her parents. Herve was born in CT. This family lived in Woonsocket, Providence Co, RI, in 1930. The family also could have returned to QC after Antoine's death. They had not been in the US long so maybe didn't want to stay. However, it does look like son Romeo stayed in the US or at least returnedlater.
The above comments don't seem to ring true. In 1926, wefind Angelina, Julia, and Romeo still living in New Bedford, MA, as though they had never left. They had changed addresses, though, and were then at 62 DuncanSt. Wherewas Herve? At 13, he was probably too young to have a job and, thus, didn't get his own entry in the directory. Strange, though, by 1932, there was an Irving ARBOUR living in the house at 62 Duncan St. Who is he? A year or two of directoriesin between might prove helpful. Onsecond thought, to someone just taking notes, Herve could sound a lot like Irving. Perhaps it really is the youngest member of this family who remained in the house on Duncan St.
However, there is still no sign of any of them in the 1930Census.
In 1930, we found the house at 62 Duncan St -- seemingly no ARBOURs there. There is aJulia, 28, living there. She was married to a James E. DOANNE, 30, and they had been married for 10years. She was born in MA, but supposedly sowere her parents. They rented a room for $30 from EmeliaISABELL. Perhaps Angelina and family also rented a room from Emelia in1926. Perhaps Irving (aka Herve) later rented a room there from the same woman.

She married my g-grandfather Francois Boisvert sometime between 1932 and 1935. He died in 1941 and she died in 1954. She drops out of site in New Bedford between 1927 to 1935 when she reappears as Angelina Boisvert. There is an Irving Arbour at Duncan in 1932 though as you stated. I tried to get their marriage information at New Bedford city hall but it's not there, which could mean they were married wherever she was living.

New Bedford -- Mrs. Angelina Isabelle Boisvert, widow of Francois Boisvert,died onSaturday at St Luke's Hospital. She succumbed after a brief illness at the age of 63. Mrs. Boisvert was a resident of 180 Hadley St. She was born in Yamachiche, Canada, but has been a resident of New Bedford for many years. She was amemberofthe Society of Ladies of St Anne, of thePrayer Union, and of the Third Order of StFrancis of the parishof St Joseph. She is survived by two sons, Mr. R-E Arbour of Wethersfield, Connecticut, and Herve J of Glenns Falls, NY; one daughter,Mrs.Julia A Carrier of New Bedford; also one sister, Miss Malvina Isabelle of New Bedford; onebrother Mr. J Ovido Isabelle of Baltimore; four grandchildren, one great-grandchild, and many nieces and nephews. The funeral took place this morning from the Brooklawn Funeral Home at 7:30. A solemn service was held at St Joseph Church at 8:30. Abbott Georges Daigle officiated, assisted by Abbott Joseph Martineau as deacon, and Abbott Henri Charest as sub-deacon. Among the great assistancewas the strong delegation from the Society of the Ladies of St Anne and the Third Order of St Francis.There was also a profusion of floral offerings.
