Notes There was still an Arbour Market on Liberty Street in 1912, but it is not clear that William still operated it. By 1914, the market ceased to exist and William seems tohave become a printer. By the timeof the Census in Jan 1920, he had apparently retired.

CHARGE IS MADE THAT PRICES ARE FIFTY PERCENT HIGHER THAN IN OTHER CITIES
Pittsburg, 15 Aug -- Agents from the Interstate Commerce Commission arein Pittsburg investigating the suit recently entered here against the Pittsburg Produce Association by W. H. Arbours, a local dealer, who specified in his complaint that the association was an illegal combinationin restraint of trade, and cited fifteen direct violations of the Act of Congress of 2 July 1890. The produce merchants involved handle products from many States and are alleged to regulate prices on such products. An attorney close to the prosecution alleges that thegovernment has obtained ample evidence upon which to proceed. The Pittsburg Produce Association, while chartered, has no capital stock, and the forty-two members who compose it will be subject to heavy fines should the allegations be proven. They handle 90 percent of the produce consumed here. One of the goverment agents today declared that "Something must be wrong inPittsburg" because of the high rateof produce. "It was not due directlyto Mr. Arbour'ssuit that I came to Pittsburg to makethis investigation," said the official. "We had been noticing for a long time, and were thoroughly aware that it was due to some abnormal condition. I am thoroughly convinced that our suspicions are correct, although I have not completed my investigation. I may as well frankly state that I have foundthat an unlawful conspiracy or combination exists here, and that Pittsburgers are paying, in many instances, 50 percent more for their producethan people of other cities. I have been investigating the relations between the railroads and the produce association and will tell you just as frankly that I have found no evidence to connect the railroads with the conspiracy. These facts will be reported to the Department of Justice, which has several ways of dealing with such cases. It may be deemed advisable to bring indictments against the offenders. But it is possible that the matter may be remedied insome other way."
